Troy PD investigating one of their own

TROY — Police are conducting an internal affairs investigation into an alleged incident at the Red Front Restaurant Saturday night involving one of the department’s sergeants.

“We are confirming we are investigating an incident at the Red Front Restaurant that occurred last night,” said Capt. John Cooney, the department spokesman said Sunday. “It is an internal affairs investigation and the parties involved will be named only and after the investigation and if it is warranted.”

Sources say Sgt. John Coons appeared intoxicated and was belligerent about the fact he was not getting the promotion to captain, which instead went to Sgt. Joseph Centanni, whose mother Joan works at the Red Front.

Sources say some of his outburst was directed at Joan Centanni.

Sources also say Coons was in the company of Deputy Chief Richard McAvoy, the second-in-command at the Troy Police Department.

Officers from the department’s Internal Affairs division were at the popular Division Street restaurant on Sunday, according to sources, to answer complaints from patrons and staff.

A staffer from the restaurant said nothing out of the ordinary happened on Saturday night when asked Sunday.

The promotion of Centanni to captain riled a bunch of the rank and file. He tied for third on the Civil Service list and tied for third on the captain’s test. Christopher Kehn scored the highest on the captain exam followed by Coons. Thomas Bevevino and Centanni tied for third.

Chief John Tedesco can hire anyone of the top three on the list.

Centanni was chosen to replace Capt. Mitch Paurowski, who retires later this month. Centanni will be in charge of the overnight platoon, Tedesco said previously. Continued...

Filling Centanni’s position as sergeant will be Officer Shane Kiley, who is currently assigned to the downtown walking patrol, the chief said.

They will be sworn in May 2.

Citing budgetary concerns, Tedesco said it is undecided whether the department will fill another vacancy expected among its eight captains once one is promoted to replace Assistant Chief Anthony Magnetto, who retires June 6.

" Why waste time investigating this incident. Nothing will be done, just like the incident with the drunk officer that wrecked that gentlemans property that, as well as the officer that made the sexual passes at the Price Chopper employee! Lets not even get everyone in a tizzy! It's pointless. Just another case that will be covered up and swept under the rug! No biggie! "

" Ridiculous indeed!!! Why is this in the news, and what will an investigation find???based on what I've just read, it will find a man in a bar with his buddy voicing his dissapointment to loudly. In poor taste yes,in need of an investigation??? Really! "

" The combination of the fact he was THIRD on the list, his actions allowed a murderer to walk, in addition to Senior officers voicing protest, makes me really wonder why he was chosen. Why not the guy who had the highest score? Or even the guy with the second highest score? And why did McGrath comment on this in the TU? His comments were laughable. I pick things up and I put them down. "

" I guess the perjury that occurred last year while testifying was a requirment for promotion. This situation is deplorable at best and laughable to anyone who thinks that a cop isn't entitled to his 1st amendment rights. Especially when off duty. "

Troy Citizen wrote on Apr 11, 2011 9:36 PM:

" How can the Chief ask his subordinates to uphold honor and integrity when everyone knows this new Capt perjured himself? Is this the example he wants to set? Those passed over have a right to be upset. What will the Record have to say when this new Capt becomes in charge of Internal affairs? Shame on the Record for siding with the new Chief-everytime he does something- without asking questions. "

timewasted wrote on Apr 11, 2011 9:51 PM:

" Anyone who knows this officer knows he has a heart of gold and never would intentionally hurt anyone. If and that is IF he said anything that offended anyone I am sure it will be rectified, but in this city things are easily twisted and added. He is a great person. What ever happened to freedom of speech? Is this really what time is being wasted on? "

flying horse wrote on Apr 11, 2011 10:43 PM:

" How exactly did he perjure himself?? Perjury is against the law...would he not have lost his job under those circumstances? Those passed over have a right to be upset, but do they have a right to act like a 5 year old that didn't get his way carrying on in an establishment calling people names... "

Tannenbaum wrote on Apr 11, 2011 11:20 PM:

" Let's see. Old chief, through his inaction, allows rank and file to basically take over running the department. Old chief never met a difficult situation he didn't run and hide from, which allowed current, borderline corrupt union president and his cronies to make up the rules as they went along. New chief left to clean up the mess left by old chief. Old chief's loyalists whining and crying because they no longer get to set the direction of the department to benefit them and line their pockets. Yeah - I'd say this would create a little drama! "

Tannenbaum wrote on Apr 11, 2011 11:26 PM:

" Rico - shouldn't you be on patrol or something? YOU and the other cops who publicly carry on like high schoolers who didn't make the basketball team are the reason the Troy PD looks bad. Have you no pride in your profession? "

truejustice wrote on Apr 12, 2011 7:38 AM:

" Here we go again,,,the Chief gives his corrupt friend the captains job,,,he should have been let go when the other 2 involved left,,,,the Sgt. in question is a great guy and a great cop and he has the right to voice his opinion,,,,as far as the Chief there was no investigation when the new cop got away with wrecking his car and someones property while drunk as you said there was,,,,cops cant investigate there own,,,,,,beware there are people on the force that no the truth and it will become known,,,,,as im sure the Sgt knows.....we need new leadership in the Troy P.D "

trojan warrior wrote on Apr 12, 2011 2:13 PM:

" As a customer at The Red Front when this incident occurred I felt compelled to respond to Red Sox only because his account of what happened is entirely false. First and foremost Sgt. John Coons should be ashamed of the way he acted in such a manner in a public place. His carrying on over not getting the job was ridiculous and childish as well the language he was using. He was told to be quiet several times but to no avail. The profanity he used was awful and his wife could not even calm him down. As a witness to this I can also tell you that Sgt Centanni's mother was not in the bar at any time when this was going on and did not engage in any conversation. The statement by Red Sox was a bad attempt at placing the blame on someone other than Sgt. Coons himself. Sgt. Coons alone created this situation. "

luvtroyny wrote on Apr 12, 2011 3:47 PM:

" I was there as well and John Coons is loud but to make this into a media circus, news must be at an all time low. Mr. Coons in my opinion is naturally a loud person in general. Not an offense. Also, being at a bar an hearing foul language, it's quite normal. What happened to free speech this is a democracy isn't it? "

whotobelieve? wrote on Apr 12, 2011 4:40 PM:

" To all of those out there who are choking on sour grapes, get over it. The Chief is in charge and gets to pick who he wants; if McAvoy was chief he would have picked who he wanted, but he isn't. As for blaming the loud vulgar tirade on baseball, nice try, but big lie. This "nice guy" ranted and yelled obscenties in a crowded public place, while the Asst Chief looked on. If he was his friend he would have dragged him out of there. And about the perjury comments, it's slander to accuse someone of something that isn't true. Just because you say it doesn't make it so. The policemen taking the time to comment on this should get back to work because this city has much bigger issues that need fixing. "

patsfan12 wrote on Apr 13, 2011 11:15 AM:

" Chief Tedescos comments about Centenni are laughable. Nothing in his file because he made a deal to save his job. They still felt he needed to be removed from Detective Division. Tedesco talked of being community oriented yet he promotes an officer not trusted by public or his own peers? this is nothing more than surrounding yourself with minions like the Mayor did hiring Tedesco "
